Cincinnati Board Loses Nursing Home Oversight

CINCINNATI (AP) - The Cincinnati Health Department has been stripped of its ability to license and inspect nursing homes over concerns about oversight of two troubled facilities.

City Council members concluded Wednesday that city health inspectors failed to protect some of the community's most frail residents. The decision to turn the city health department's oversight duties over to the state followed problems exposed at two facilities earlier this year.

Police and state regulators found the facilities in deplorable conditions in March, including exposed wires, leaking sewage and soiled and torn mattresses.

Some council members blamed top Health Department officials, including Health Commissioner Noble Maseru, for problems with the agency's inspection program.
