INDIANA (www.incnow.tv) -- The 2012 Leaving Children To Chance report ranks Indiana last when it comes to setting standards to govern home day cares.
Under Indiana law, individuals only need a day care licence if they care for six or more unrelated children. The report used several benchmarks to come to their finding including frequency of state inspections, background checks and training.
