It seemed Jolene Rimmel was caught in the act, The Illinois Tollway even sent a picture documenting how she missed 3 of their tolls during a four month period. The bill said she now owes over 61 dollars.

There is one problem, Jolene drives a blue Sebring with an Indiana plate. Since she wasn't in Illinois and that wasn't her car, she quickly called the tollway to dispute the bill, but found out it wasn't as easy as she expected.
After countless hours on the phone from everyone to the tollway to the BMV, Jolene decided her link to the ticket must be through the previous owner of her Sebring. She purchased the car from a Kendallville Car Dealer who told her the vehicle used to be a rental car. We spoke to the Wisconsin bureau of motor vehicles and they told us that according to their records the car is registered to a rental car company in Milwaukee and when they contacted that company they were given Jolene's name.
At the time, Jolene wasn't even old enough to rent a car. If the plate from her car is now on that White Sebring in the picture, that could explain the mix-up. We contacted Dollar Thrifty Automotive who told us they believe the license plate was likely stolen when it was sent to auction. They intend to pay the bill for Jolene. Meanwhile, the Illinois Tollway told us they contract with a 3rd party to monitor their databases and there is an appeals process in place for customers. As for Jolene, her 61 dollar fine became over 200 dollars 3-weeks ago for non-payment
If tolls are unpaid over a certain period of time, a driver can have their license suspended and face having the account turned over to a collection agency.
