NORTH DAKOTA (www.incnow.tv) -- North Dakota's Governor Jack Dalrymple signed three anti-abortion bills into law.
One of the three new laws outlaws abortions if a fetal heartbeat is detected, something that can happen as early as six weeks into a pregnancy using a transvaginal ultrasound.
The general standard from Roe v. Wade is viability, prohibiting abortion when the fetus would be able to live outside the mother's womb. North Dakota's new laws would, in effect, eliminate that requirement.
