Kelly, who led the Irish to a 12-0 season, the number one ranking in the nation, and into the BCS Championship Game, got 25 first place votes for the honor.
Penn State's Bill O'Brien was second and got eleven first place votes.
David Shaw of Stanford was third with four first place votes.
