5 Starving Horses, what's being done?

This is a story of 5 starving horses that get worse and worse every day. I'm a Huntington county residence and have a neighbor that currently has 5 horses on a little over an acre pasture. Now these horses were of great body weight when this person moved them here and since then....well the pictures say it all. Their flanks are sinking in, the muscle around there spines are all but non existent and what's being done? I'm not sure. The local Animal Care And Control Officer says that the case is open and a source that is supposed to be helping this person with hay is supposed to call them and let them know if anything gets worse. Well I don't think they have a very dependable person that they are working with. These horses haven't had hay for quite a while. I've watched them eat the bark and more of a tree that's in their pasture to the highest spot they can reach. I've seen them devour a pile of branches and eat parts of logs that are down in their pasture some of which is Black Walnut. Why is that important? Well because Black Walnut is poisonous to horses, every part of the tree, from the leaves, bark and wood to the nuts that fall off. All of which these horses have eaten. Some of the horses have somehow escaped the pasture just to get into my yard for food. When the owners come to get them, they run just out of reach and immanently put their heads down and start eating again. I don't blame the horses for getting into my yard, I blame the owners. I've witnessed these horses pushing with all their strength against their fence to lean over to eat grass out of my yard. One horse has done it so much that he has actually worn a patch of hair off his chest trying to get food. Just this past Saturday on the 7th, one horse got tangled in wire from the fence that has been loose almost since the time they put the fence up, thankfully the horse got himself loose, only for another one to get tangled up in it. It breaks my heart every time I look out of my window. I go outside and most of the time if the horses are up by my house they run up to the fence, stick their head over hoping I have food for them. It makes me sick knowing that people can do this to their animals. I don't want to see one of these horses die before something more gets done about it. I know there are steps to take, but I would consider this extreme cruelty, wouldn't you?

I think the so call animal control officer or what ever should miss about 2 weeks of food, then tell her I have seen worse jerk, yes these horses feel pain and hunger. the punk that says they own the horses should be shot 1 leg and 1 hand at a time.

Animal Control lady needs her eyes checked! These horses are in very poor condition, they need to be taken away from the current owner. No barn, just a shack of a shed for shelter (that only two horses could fit inside) VERY SAD! Someone save them!

These pictures show very poor horses. Starving a horse is the worst kind of cruelty.. It takes months and sometimes years to put weight back on a severely starved horse and much of the damage done to them is irreversible. The ACO should be ashamed.

I was shocked n outraged at the flipant remarks of the Animal Cont Officer. Laughing, stating she'd seen worse. You can clearly see these animals are starving. I've never known a well fed animal resort to eating trees, fence or barns.
