Indiana Highways Unknown Bio-Hazard

Every day commuters drive past litter along our state highways, but are they aware of exactly what they are passing by and at times, running over? The attached photos show plastic bottles, all types and sizes that have been disposed of by seemingly careless commuters. We all know that plastic is not biodegradable and that in and of itself is not helpful to our environment, but what I would like to bring to your attention is even worse...MUCH worse. The plastic bottles in these photos contain what is considered a bio-hazard...human urine. The highways are littered with these 'disposable toilets' and it only seems to be getting worse. When workers are out mowing the grass along the highways, these bottles are oftentimes run over by the tractor tires and these workers are sprayed with urine as it explodes out of the bottle. You can't imagine the smell of urine that has fermented in a plastic bottle which has been laying in the hot sun for months. And it's not just human urine that we should be concerned with. Workers have also run over plastic bags filled with human excrement and baby diapers are also a popular roadside hazard.
So who is responsible for this disgusting practice? It would seem that a good portion of the 'piss bottles' are the work of cross country drivers (assuming male, since I don't believe a woman could aim into the small opening of a water or other plastic bottle) and a high concentration of these bottles seem to be along highway on-ramps. I have personally seen truckers pull over to the shoulder along these on-ramps, check their load and clean the 'trash' out of their cabs, using the grass as a dump zone. I have seen milk cartons and liter size pop bottles half filled with urine that the person responsible didn't have the decency to stop and empty into a proper waste container. I don't even know what to say about the human excrement in plastic bags...sooooo disgusting, but the baby diapers? Really? Can you not carry a trash bag in your car if you have child who is still in diapers? What has happened to common decency?
Anyone have any ideas on how to deal with this issue? Any reason why truckers can't throw out their trash, including piss bottles, when they stop to fill up at a truck stop?

As gross as this is, it needs to be brought to the public's attention! What is WRONG with people?
